If it is any consolation.. The max that I have experienced on my items was.. 54 skill, like 22 or 24 Saving throw.. Bug?

The max is 50 skill and 20 saving throw.
You probably added some extra ability (dex/str/con/etc) that would bump up your ability modifier, and the corresponding statistics.
So no - not a bug.
