Ok so after two weeks and over two dozen game startups the automatic update kicks in 5 minutes ago and installs 1.69 from 1.68. I thought there were issues with 1.69 so I didn't bother with it. The toolset works fine now and I bet if I looked at the server list there will be more servers in blue.

Which one? They only mention 1.68 on the vault

cep V2.2b is the latest version, v2.1+ is needed for NWN v1.69. And yes, Throbblefoot and I are both on the CEP team (as of v2.0).
There are a couple minor bugs in 2.2b that will be addressed in 2.2c.
