Yes it is. Especially so in the UK.
Personally, I dont even have a phone line - the line rental on a phone line would cost more than my broadband connection. Plus I would have to pay for the internet connection on top.
All my phone calls are routed over the internet at a fraction of traditional phone costs.
It would cost be more than twice as much for dial up access as i pay for broadband.
If you have a phone line, and are willing to pay a nominal fee, you can actually get completely free broadband in the UK. (the fee is to bolt-on inclusive local and national calls - we dont get free phonecalls in the UK)
So - to correct you, broadband is cheaper than dislup.

Ther are two kinds of satellite internet connection.
One in which you have a satellite transciever, in that your connection upstream and downstream is via satellite, and at broadband speeds. There is usually an inherent latency involved with even modern satellite systems which generally mean its not suitable for gaming.
Another is when you have a satellite reciever coupled with a modem. In this, your upstream is sent via the modem, and you download via the satellite.
So - to answer your question - there is no difference between one form of satellite connection and a typical 'broadband' (you probably meant to say DSL/Cable) connection.
My guess is that on your budget, the only satellite solution available to you would be the second one i mentioned. They typically wa in at the same price as a typical small-business cable connection
