I think I've figured out what the Guy Fawkes Day quests are all about!
First, you talk to Nemo in Templar Base and he gives you a quest to kill a boss in Temple Access Ducts. When you kill that boss you get an item called "Uncovered Plot". When you return that to Nemo he gives you a "Gunpowder Plot" recipe that requires 1 Farthing of Cheese, 1 Pint of Beer and 1 Penny Loaf. This will create another "Uncovered Plot" item and continue the quest.
The trick is, getting the items for the recipe. Apparently they are available from specific bosses in any area with more fires than normal. So far I have only found the cheese boss.
