There should be an option to force a members first post to require moderation...but alas...nada in this as far as I can tell

Then create a seperate member group. Make the default member group require at least 1 post to create new topics. All new members would therefore have to post one time and then would automatically be placed in the 'privileged' member group, that can do what regular members now can. This would make it so no bots could create a topic without first having made a regular post, and most bots don't post in topics, they create their own. I have seen very few that posts in existing topics.

So, after 1 post a new member would automatically be moved to the correct member group, and the main problem would be solved.

I don't see why not... all you do is create a second user group, give that one all of the current member groups permissions and settings, and move everyone over to that group, while disabling the default member group from being able to create new topics. And then setting the default user group to where any member of the group, after having made 1 post, is automatically moved to the new user group, which is the new regular member group. I'm pretty certain you can do it here, actually. Now, I don't know if you can do it this way, but it would be easier, and that's if you can set any new user group you create, as the default group... and then just do what I said... it would just make it so you don't have to move all your members over. (which also isn't that hard, no matter how many members we have)

Hmm true...except for the fact that I don't think you can automatically move member to different groups.
