In other news Arenanet is holding another Create-A-Weapon contest!

Just an amusing highlight from the article:

Well I can only speak for us in Canada.  In Canada people are required by law to answer a "skill testing" question before claiming any prize from a contest.  Normally this question is a math question like -> (2 + 4) / 2 = ?
I'm not 100% sure what the reason for this is.

As for Quebec, if the contest is not available in French as well it's disallowed.  Guess I'm not participating :P

umm something along the lines of "nothing can be given away 100% free of charge".
If you must answer a question get something then it's not 100% free.

More like, gambling is illegal. No games of "chance", only games of "skill".

The shit-hole city I grew up in got around California's no games of chance laws with a gambling hall that only allowed games of skill like poker and hi-lo.

Yep - its because they will randomly select a winner (or randomly select people until they find a suitable entry at the very most)
You need to answer a question otherwise it is classes as an illegal lottery / game of chance.
If there was no random selection involved, then they wouldnt have to mention these regulations.

Ya you guys are probably right.

If I win a raffle at some event there's no skill testing question.  I wonder if that raffle is illegal.  Or maybe you need to purchase something...no idea.

That depends on the prize I believe. You can win products but not cash. Or it could be that "raffles" and "door prizes" aren't considered gambling, more like charity event giveaways or whatever.

When I was growing up my mom took me to "gambling night" at the county fairgrounds. The way that worked was, you paid cash for chips (or tokens) like a normal casino. They had all the normal "games of chance" like roulette and slot machines.

However, the catch was that when you "cashed in" your chips they paid you in bottles of champaign. Now, not only was this considered "legal" as far as California gaming laws are concerned but I was allowed to gamble for alcohol UNDER AGE!

I was about 12 and I walked away with a dozen bottles of champaign that night.

Hmm that's sorta how they do it in Japan with Pachinko.  You put money into the machines but you don't win anything of value.  You win like useless bottle caps or something.  Trick is there's always some weird dude near by in a whole in the wall who love to buy these bottle caps off you for lots of money ;)
